A senior in a USDA-financed apartment gets a notice that the property’s mortgage is maturing. A disabled renter watches the only affordable building in the county age into disrepair. A farmworker family cannot find a safe unit near work. A rural hospital struggles to recruit nurses because there is nowhere affordable to rent. This is the hidden danger: rural rental housing is disappearing not because every building is being demolished, but because the financing system that kept many of those buildings affordable is aging out. Section 515 loans are maturing. Rental assistance is stretched. Preservation funds are limited. Construction costs are brutal. Local markets are too thin to attract private capital. And in many rural counties, one small federally assisted apartment complex may be the entire affordable rental market.
